So everyone knows that a ball with a message was thrown and dexter found it. OMG if Dexter sits back and thinks, he could become so influential in that house. He could effectively say anything. He could say it said Dexter fav to win, or, Wolfie out, or, Gina is a man, or infact anything that would change the dynamics of the house.
Telling the truth would send Dan into a tailspin and devastate Hazel and his crew and make him an outcast. The options are endless with Dexter holding the key.

Dexter's the only one who knows what it says. BB locked them in the house before anyone else found it. Since Dan has recently started switching to Dexter's side, Dexter would be an idiot to share it.

If I was a housemate and been told no contact with the outside world was part of BB,then anything coming into the grounds that I saw or came across that was anonymous I would ignore and dismiss as a test or a trap.

It was a plant....when Dexters message was sent via the tennis ball we were not allowed to read it...tonight we were shown the message.... deliberatly to stir things up.

I hope then that is what Dexter was thinking as to it too, he clearly had doubts as to it's content not to shout it out or at least show it to one other housemate at least to prove it.
I'd have ignored it too, I can see this backfiring on him if he uses it or says anything different as to what was on it.
This will have happened yesterday, noms take place on monday, the others, no matter what Dexter says then without the ball,will just think he is making things up very likely after 2 days have passed.
As they aren't allowed any contact with the outside world, Dexter shouldn't have said he found anything. Now he's going to be harassed to tell the others what it was. He should be called to the DR and told he's forbidden to say anything about it - then he can tell the others what BB said which would stop them quizzing him.

The last we saw was Dexter had covered the ball, but when the camera focused on it (after the housemates were told to go inside) the towel had been moved so we the viewers got another chance to read what it said.
Who moved the towel?

Yeah most likely the producers or maybe the audience trying to stir things up.No way is anyone else an actor in the house.
The best they could get was Michael.
And it'd be too obvious to have other actors in the house after he'd left.
Also doesn't show much imagination on the part of the producers if there were other actors in but then that hasn't stopped them before doing predictable things like "zombies", done "vampires" before too,
what's next for originally entertaining ideas BB producers ?
how about an antiques auction or judging some gardening ?
Zombies, vampires and dinosaurs are ideas that have had loads of films done about them and have been done to death, shows complete lack of imagination to use zombies, vampires etc to try and entertain.

Like most things in the house, if it isn't dealt with immediately it will loose its meaning. Dexter may have missed the boat on this one but he is shrewed so maybe he has a plan for it. I cant see \bb gagging him so he might be keeping it to pally up with Dan, who knows, you decide. lol.
