I don't think this can boil down to "yes or no" - severity and context come into play. Bans should be significant though. Permanent for repeat offenses. Instantly permanent for anything properly extreme OR an actual feasible threat. e.g. telling someone you know where they live or work (with proof) and you're going to doxx them is worse than the vague/silly threats of "come to my town and we'll have a scuffle" we've sometimes had.
