[Mother of woman who was raped and murdered
by farm labourer in 1997 says she is 'appalled and disgusted' as Parole Board rules her daughter's killer should be freed from prison] ![]() [Joanne Tulip was 29 when she died at the hands of farm worker Stephen Ling, who was jailed for life with an 18-years minimum tariff in 1998] ['The Government is supposedly committed to halving violence against women and girls. If they are true to their word then they will block this recommendation and will keep Ling in a closed prison. 'They must do everything they can to ensure women and girls are kept safe from this sadistic man. I just hope and pray the Justice Secretary takes this on board before considering any Parole recommendation for Ling’s release into the community. 'If Ling is released and the Justice Secretary does not take action, there will be public outcry and confidence in the justice system will be severely damaged and will never be restored.' Ling was jailed for life and ordered to serve at least 18 years before being eligible for parole after Ms Tulip's brutal murder at his home in 1997. The Parole board has now recommended he is safe for release after hearings in July.] He must not get out Evil Rapist, Killer https://www.dailymail.co.uk/news/art...ed-prison.html |

Well no, it would be more desirable for him to not be released.
However, he was sentenced to life with the order to serve at least 20 years. Then I believe later around 2008/9 he had the order of at least 20 years reduced to 18. That means he's served 27 years. So within the law, he's eligible to be released and 9 years over the term directed. Awful crime but no matter how unsavoury it is, he is eligible and over the time, to be granted parole. Let's hope he's really kept under rigid supervision once out. Awful for the family of his tragic victim. |

Well it's good to see that this country is learning it's lesson to not release dangerous criminals who are a danger to the public, specifically women in this case.
It's good to know that bigger crimes such as Drug dealing, petty Theft, and Fraud are being treated more seriously.
