I saw your article... but that still doesn't imply that those students on the balcony were personally aware of the balconies decorative status, or max weigh bearing status, or the rotten beams.

No signage was mentioned.

The fact is it was a tiny balcony, that no intelligent person would look at and think was designed to "party" on. Any intelligent person would look at it and think immediately it was designed to put plants on and look nice, not hoards of drunk kids.
