He and his party have been knocked out of power. It is understandable for the President to become lameduck at that point and become a transitional govt. It takes pressure off Biden given his condition anyway and allows him to leave with some grace, especially since he pardoned his son. Kamala would be making the same motions while Biden watched on and it's questionable at this point how much Biden is even running anything at this point. If our allies or enemies are aware of his being an inactive participant more than even we are then it is even better this is how we transition...
