Why hasnt he visited the families yet, is it because they may have sympathy with the rioters, their neighbours, and don't want him anywhere near them. Or

1) The fact you think having a Muslim in your street would offer a a new perspective on race rioters.

2) The fact you think integration with Muslim communities is a bad thing that needs to be forced.

3) the fact you think Muslims are incapable of community spirit.

4) The fact you link Muslims with rape and fear.

I may be wrong but I don't think linking a photograph to a name is considered doxxing (i.e. seeing a picture of someone and putting a name to the face).

Posting personal details without consent is doxxing. I'm fairly sure putting a "name to a face" is not considered doxxing though - so if a clear picture of someone is online, e.g. someone rioting, you can say "Oh that's a picture of [full name]".

If you said "That's [full name] from [street, town]" that would be doxxing.

It's also doxxing to put a picture or real name to an anonymous account if that person hasn't already done so themselves.
