Children in Oldham were failed by the agencies meant to protect them from sexual abuse, a review has found.
The independent inquiry was set up after allegations circulating on social media that Oldham Council was covering up what it knew about Asian grooming gangs in the town. Investigators said there were structural flaws in Greater Manchester Police (GMP) and the council's systems which were meant to safeguard children. There was no evidence of a cover-up. The major report examined the way child sexual exploitation was tackled between 2011 and 2014, and found procedures were not properly followed. It investigated the alleged grooming of children in council homes, shisha bars and by taxi drivers in Oldham and concluded there was no evidence of "widespread" child sex abuse in those settings or a cover-up but it does point out other serious failings. The authorities failed some children, notably citing the case of one girl identified only as "Sophie", who was abused aged just 12, after "significant opportunities missed" to protect her, the review found. She went to Oldham police station to report being raped by an Asian man in October 2006 and was told to come back when she was "not drunk". The girl was instead taken from the police station in a car and raped inside the vehicle, then taken to a house and raped multiple times by five different men. The report also details how Shabir Ahmed, the ring-leader of a notorious grooming gang in Rochdale, was employed by Oldham Council as a welfare rights officer and seconded to the Oldham Pakistani Community Centre. Despite multiple concerns being raised about him and his arrest for the sexual assault of children, police failed to tell his employers. What's more important - appearing not to be racist, or the health and safety of girls?
Moreover, working class white girls. Truly disposable, especially when the alternative is telling certain people that certain aspects of their culture are fucked up.

It should shock me, but it doesn't. So much for legislation put in place following serious case file reviews.
So many families and children are being failed by the system. There just isn't the resources and support to deal with the amount of issues. Concerns are raised and not acted upon which is really frustrating and worrying. I don't understand how it has been missed by both the council and the police. He should have gone on barring and specifically working with children...it should have been on a DBS enhanced disclosure Significant opportunities continue to get missed and will carry on getting missed though because local authorities are ridiculously under staffed. TC it was not missed by the Labour Council but they refused to go public - Thats a Stinking Corrupt Labour Council. And the Evil Local Police were in on it. Understaffed - is nothing to do with this |

A woman raped by Rotherham grooming gangs as a teenager says she is "disgusted" by the failure of a new report to hold any officers to account.
The police watchdog's eight-year investigation criticises the South Yorkshire force's approach to the abuse of more than 1,400 girls in the town None of the 47 officers investigated were sacked due to the findings. Sammy Woodhouse, who was abused from age 14, said no-one had been held to account despite "report after report". The Independent Office for Police Conduct (IOPC) was tasked with examining the force's response to organised sexual abuse between 1997 and 2013. A total of 47 current and former officers were investigated after the watchdog received 265 separate allegations from more than 50 complainants. It said its investigation, dubbed Operation Linden, was one of the "largest and most complex" it had ever undertaken, second only to its investigations into policing of the Hillsborough stadium disaster. It followed a report by Prof Alexis Jay in 2014, which detailed how girls as young as 11 were raped, trafficked, abducted, beaten and intimidated, predominantly by men of Pakistani-heritage. IOPC investigators have found there were "systemic problems" within South Yorkshire Police that meant "like other agencies in Rotherham at that time, it was simply not equipped to deal with the abuse and organised grooming of young girls on the scale we encountered". In one illustrative example, the watchdog said one parent concerned about a missing daughter said an officer told them "it was a 'fashion accessory' for girls in Rotherham to have an 'older Asian boyfriend' and that she would grow out of it". Criticisms in the new report include a failure by police to recognise children and young people as victims, and a willingness by officers to accept what they were told by suspects at face value. This was echoed by Ms Woodhouse, who said police had "missed opportunities" to stop her abuser, who was later jailed for 35 years. "If they would have acted when I was making statements at 16 it could have prevented other people from even being abused," she said.
