It's not so baffling. Levy has made a lot of money for the club but let's take a look at the trophy cabinet. It seems the business model is more important than the trophy cabinet.

Tbf I think it's a balancing act, because in the years to come when Man City lose their owners for example, they'll more than likely go through a lot of debt due to paying so much money on players to win them trophies.
However admittedly Tottenham are maybe not spending enough on their squad in the right areas, their midfield in particular looks a bit average compared to most of the current top 10 in the table imo.
